"Rangeland systems are complex and not very predictable...., yet range scientists have frequently been forced to make management recommendations for systems for which little or no empirical data are available. While such recommendations may be acceptable, particularly where management actions cannot be deferred, it must be accepted that they are speculative and intuitive and not based upon empirical data. However, many such recommendations have, through constant repetition, become assimilated into rangeland theory and assumed the status of fully-tested hypotheses..."
