"This presentation will describe the substantial progress that New Mexico has achieved in developing an integrated and well thought-out set of policies to promote renewable energy since 1998, the resulting $400 million in wind energy generation development, and likely further developments.

"Existing policies will be discussed and include the net-metering rule of 1998, tax credits for wind power in 2002, the Renewable Energy Standard of 2004, Energy Efficiency Legislation in 2005, and PNM's new photovoltaic support program. Future likely policies include extension of tax credits to smaller wind systems and concentrating solar generation, the proposed solar tax credit, stronger building standards, policies to promote renewable fuels, and other carbon emission reduction strategies under consideration by the Governor's Climate Change Advisory Group."
